ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศ เข้าร่วมอภิปรายใน Panel Discussion หัวข้อ “อนาคตของคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ : ความท้าทายและโอกาสในการทำให้งานของคณะมนตรีสิทธิมนุษยชนฯ เกิดผลเป็นรูปธรรมในพื้นที่จริงและในบริบทของโลก”

เมื่อวันที่ 15 กุมภาพันธ์ 2567 นายสีหศักดิ์ พวงเกตุแก้ว ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศ เข้าร่วมอภิปรายใน Panel Discussion หัวข้อ “อนาคตของคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ : ความท้าทายและโอกาสในการทำให้งานของคณะมนตรีสิทธิมนุษยชนฯ เกิดผลเป็นรูปธรรมในพื้นที่จริงและในบริบทของโลก” จัดโดยคณะผู้แทนถาวรไทยประจำสหประชาชาติ ณ นครนิวยอร์ก ที่สำนักงานใหญ่สหประชาชาติ นครนิวยอร์ก โดยมีเอกอัครราชทูตผู้แทนถาวรโมร็อกโก เอกอัครราชทูตผู้แทนถาวรไอร์แลนด์ และผู้ช่วยเลขาธิการสหประชาชาติด้านสิทธิมนุษยชน เป็นผู้ร่วมอภิปราย

ผช รมต.กต แบ่งปันประสบการณ์ในฐานะอดีตประธานคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (วาระปี ค.ศ. 2010-2011) โดย เน้นถึงความสำคัญของ (1) การรับมือกับความท้าทายและปัญหาต่าง ๆ รวมถึงปัญหาสถานการณ์สิทธิมนุษยชนรายประเทศ ด้วยการหารือพูดคุยระหว่างกัน  และการเปิดช่องทางการหารือและมีปฏิสัมพันธ์ที่สร้างสรรค์ (2) การปรับปรุงวิธีการทำงานของคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติให้มีประสิทธิภาพมากยิ่งขึ้นโดยไม่มุ่งเน้นพิจารณาประเด็นที่อยู่ในความสนใจในบริบทภูมิศาสตร์การเมืองเท่านั้น แต่ให้ความสำคัญกับวาระที่ส่งผลกระทบต่อประชาชนและเป็นความท้าทายใหม่ (3) การให้ความช่วยเหลือทางวิชาการและการเพิ่มขีดความสามารถให้ประเทศต่าง ๆ สามารถส่งเสริมและคุ้มครองสิทธิมนุษยชนได้ดียิ่งขึ้น และ (4) การประสานงานระหว่างคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติกับองค์กรอื่น ๆ ของสหประชาชาติ โดยเฉพาะอย่างยิ่งสมัชชาใหญ่สหประชาชาติ และคณะมนตรีความมั่นคงแห่งสหประชาชาติ เพื่อเสริมสร้างระบอบการทำงานที่เกื้อหนุนและไม่ทับซ้อนซึ่งกันและกัน

กิจกรรมดังกล่าวมีผู้แทนระดับเอกอัครราชทูต และเจ้าหน้าที่ผู้เชี่ยวชาญด้านสิทธิมนุษยชนจากหลายประเทศและภูมิภาคสนใจเข้าร่วม

On 15 February 2024, H.E. Mr. Sihasak Phuangketkeow, Vice Minister for Foreign Affairs of Thailand, spoke in a panel discussion on “the future of the Human Rights Council: challenges and opportunities in maximizing the impact of the Council’s work on the ground and in today’s global challenges” hosted by the Permanent Mission of Thailand to the United Nations in New York at the United Nations Headquarters. Ambassador and Permanent Representative of Morocco to the UN, Ambassador and Permanent Representative of Ireland to the UN and the Assistant Secretary General for Human Rights also joined as panelists.

Vice minister shared his experience as former President of the HRC (for the term 2010-2011) and reiterated the importance of (1) promotion of dialogue and constructive engagement in its response to country situations and addressing challenges (2) rationalizing the work of the HRC to make it more effective and credible as well as to allow it to work on issues that need attention (3) technical cooperation and capacity building and (4) enhanced coordination between the Human Rights Council and other organs of the UN, especially the United Nations General Assembly and the United Nation Security Council to ensure complementarity and synergies.

Also participated in the panel discussion were ambassadors and experts from various countries across all regions.
