ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศกล่าวถ้อยแถลงในช่วงการประชุมระดับสูงระหว่างการประชุมคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ สมัยที่ ๕๕

เมื่อวันที่ ๒๘ กุมภาพันธ์ ๒๕๖๗ นายสีหศักดิ์ พวงเกตุแก้ว ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศกล่าวถ้อยแถลงในช่วงการประชุมระดับสูง (High-level Segment) ระหว่างการประชุมคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council – HRC) สมัยที่ ๕๕ ณ นครเจนีวา สมาพันธรัฐสวิส

ผู้ช่วยรัฐมนตรีฯ กล่าวว่า การครบรอบ ๗๕ ปีของปฏิญญาสากลว่าด้วยสิทธิมนุษยชน เป็นโอกาสให้ทุกฝ่ายตระหนักถึงความสำเร็จที่ผ่านมา และในขณะเดียวกันยังมีสิ่งที่ยังต้องทำต่อไปอีกมาก โดยสถานการณ์ในยูเครนและกาซาทำให้ทุกฝ่ายตระหนักถึงความสำคัญในการส่งเสริมและคุ้มครองสิทธิมนุษยชนอย่างไม่เลือกปฏิบัติ

ในภูมิภาคนั้น ไทยห่วงกังวลอย่างมากเกี่ยวกับผลกระทบของสถานการณ์ในเมียนมาต่อผู้คนในเมียนมา จึงได้ริเริ่มการยกระดับการให้ความช่วยเหลือทางมนุษยธรรมตามแนวชายแดนไทย - เมียนมา โดยหวังให้เป็นจุดเริ่มต้นของการบังคับใช้ฉันทามติ ๕ ข้อของอาเซียนอย่างเป็นรูปธรรม

ในการนี้ ผู้ช่วยรัฐมนตรีฯ ย้ำว่ารัฐบาลไทยดำเนินนโยบายโดยคำนึงถึงสิทธิมนุษยชนเป็นหลัก และให้ความสำคัญกับการแก้ไขปัญหาความเหลื่อมล้ำ และการให้ความช่วยเหลือกลุ่มเปราะบาง รวมถึงการรับมือกับความท้าทายใหม่ ๆ ตลอดจนการส่งเสริมการพัฒนาที่ยั่งยืน และการปรับปรุงแก้ไขกฎหมายภายในให้สอดคล้องกับอนุสัญญาระหว่างประเทศด้านสิทธิมนุษยชนที่ไทยเป็นภาคี นอกจากนี้ ไทยยินดีที่จะรับการเยือนของข้าหลวงใหญ่เพื่อสิทธิมนุษยชนแห่งสหประชาชาติ ผู้เสนอรายงานพิเศษว่าด้วยสิทธิในสุขภาพและคณะทำงานว่าด้วยการเลือกปฏิบัติต่อสตรีและเด็กในปีนี้

นอกจากนี้ ผู้ช่วยรัฐมนตรีฯ ยังได้กล่าวถึงการพิจารณาทบทวนคณะมนตรีสิทธิมนุษยชนฯ เมื่อครั้งที่ตนดำรงตำแหน่งประธานในช่วงปี ค.ศ. ๒๐๑๐ - ๒๐๑๑ ซึ่งปัจจุบันถึงเวลาอันสมควรที่คณะมนตรีสิทธิมนุษยชนฯ จะร่วมกันหารือแนวทางการดำเนินการเพื่อให้เกิดความเปลี่ยนแปลงต่อชีวิตของทุกคนอย่างแท้จริง ซึ่งไทยได้เป็นเจ้าภาพของไทยในการจัด Panel Discussion หัวข้อ “อนาคตของคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ : ความท้าทายและโอกาสในการทำให้งานของคณะมนตรีสิทธิมนุษยชนฯ เกิดผลเป็นรูปธรรมในพื้นที่และในบริบทของโลก” เมื่อสองสัปดาห์ที่ผ่านมา ที่สำนักงานใหญ่สหประชาชาติ นครนิวยอร์ก

ผู้ช่วยรัฐมนตรีฯ กล่าวปิดท้ายย้ำความมุ่งมั่นของไทยในการสมัครสมาชิกคณะมนตรีสิทธิมนุษยชนฯ เพื่อทำหน้าที่สมาชิกที่แข็งขัน มีความรับผิดชอบ และสร้างสรรค์ รวมถึงการสร้างพันธมิตรเพื่อรับมือกับความท้าทายด้านสิทธิมนุษยชนในปัจจุบันและสำหรับคนรุ่นต่อ ๆ ไป

Vice Minister for Foreign Affairs of Thailand delivered a statement at the High-level Segment during the 55th Session of the Human Rights Council

On 28 February 2024, H.E. Mr. Sihasak Phuangketkeow, Vice Minister for Foreign Affairs of Thailand, delivered a statement at the High-level Segment during the 55th Session of the Human Rights Council in Geneva, Switzerland

Vice Minister reiterated that the 75th anniversary of the Universal Declaration of Human Rights reminded us of past achievements and future endeavours, and how the tragedy in Ukraine and Gaza unites all of us in the promotion and protection of human rights for all without discrimination.

With regard to the region, Vice Minister expressed Thailand's deep concern on the plight of the Myanmar people and, thus, launched an initiative to upscale humanitarian assistance along the Thailand- Myanmar border, which is a crucial step towards the implementation of ASEAN’s Five-Point Consensus into concrete outcome.

Vice Minister also reiterated that the Thai Government places human rights at the core of its policy agenda and gives priorities to addressing inequalities, supporting the most vulnerable, and responding to new and emerging challenges, as well as promoting sustainable development, and aligning domestic legal frameworks with human rights instruments that Thailand is a party to. Thailand also looks forward to welcoming the country visits of the United Nations High Commissioner for Human Rights, the Special Rapporteur on the right to health, and the Working Group on discrimination against women and girls later this year.

Vice Minister also mentioned the Council’s review process during the time he served as President of the Council during 2010-2011 and that it is timely to continue a dialogue on ways to ensure that the work of the Council truly makes a difference to the lives of peoples. In this regard, two weeks ago, Thailand hosted a well-attended panel discussion at the United Nations in New York on the Future of the Human Rights Council – challenges and opportunities in maximizing the impact of the Council’s work on the ground.

Lastly, Vice Minister reaffirmed Thailand's readiness to work for the HRC to contribute to the work of the Council, to serve as an active, responsible and constructive member, and to build coalitions in addressing pressing human rights challenges of our time and for future generations.
