ผู้แทนพิเศษของรองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศย้ำความมุ่งมั่นในการส่งเสริมบทบาทและเสริมพลังเยาวชน รวมถึงสิทธิในการพัฒนาในการประชุมระดับสูงระหว่างการประชุมคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ สมัยที่ ๕๒

เมื่อวันที่ ๒๗ กุมภาพันธ์ - ๑ มีนาคม ๒๕๖๖ นางพรพิมล กาญจนลักษณ์ ที่ปรึกษารัฐมนตรีว่าการกระทรวง การต่างประเทศ ในฐานะผู้แทนพิเศษของรองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศเข้าร่วมการประชุมระดับสูง (high-level segment) ในระหว่างการประชุมคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council – HRC)  สมัยที่ ๕๒ ณ นครเจนีวา ประเทศสวิตเซอร์แลนด์

ในโอกาสดังกล่าว ที่ปรึกษารัฐมนตรีว่าการกระทรวงการต่างประเทศได้กล่าวถ้อยแถลงใน ๒ วาระ ได้แก่

๑. การประชุมระดับสูงในประเด็นเยาวชน (Annual high-level panel discussion on human rights mainstreaming ภายใต้หัวข้อ A reflection on five years of the United Nations Youth Strategy (Youth 2030): mapping a blueprint for the next steps) เมื่อวันที่ ๒๗ กุมภาพันธ์ ๒๕๖๖ ซึ่งไทยเน้นย้ำความมุ่งมั่นในการดำเนินการตามยุทธศาสตร์ Youth 2030 โดยคำนึงถึงผลกระทบของเทคโนโลยีและสื่อสังคมออนไลน์ต่อสังคม รวมทั้งปัญหาทางความคิดและค่านิยมของคนในสังคมปัจจุบัน อาทิ การขาดความเข้าใจและความเคารพซึ่งกันและกัน เพื่อสร้างความเปลี่ยนแปลงและอนาคตที่ดีสำหรับเยาวชน

๒. การประชุมระดับสูงเรื่องสิทธิในการพัฒนา (High-level meeting commemorating the thirty-fifth anniversary of the Declaration on the Right to Development) เมื่อวันที่ ๒๘ กุมภาพันธ์ ๒๕๖๖ ซึ่งไทยได้เน้นย้ำถึงความสัมพันธ์ระหว่างการพัฒนากับสิทธิมนุษยชน โดยไทยให้ความสำคัญกับการบรรลุเป้าหมายการพัฒนาที่ยั่งยืนของสหประชาชาติ (Sustainable Development Goals – SDGs) ซึ่งสอดคล้องกับทั้งหลักปรัชญาของเศรษฐกิจพอเพียง (Sufficiency Economy Philosophy – SEP) ของพระบาทสมเด็จพระบรมชนกาธิเบศร มหาภูมิพลอดุลยเดชมหาราช บรมนาถบพิตร และเศรษฐกิจชีวภาพ-เศรษฐกิจหมุนเวียน-เศรษฐกิจสีเขียว (Bio-Circular-Green Economy – BCG) นอกจากนั้น ยังเน้นย้ำความสำคัญของการดำเนินความร่วมมือระหว่างประเทศในการสร้างสภาพแวดล้อมเพื่อสันติสุข เนื่องจากการพัฒนาและการส่งเสริมสิทธิมนุษยชนจะเกิดขึ้นไม่ได้หากปราศจากสันติภาพและความมั่นคง 

๓. นอกจากนี้ ที่ปรึกษารัฐมนตรีว่าการกระทรวงการต่างประเทศ ยังได้เข้าพบหารือกับนาย Volker Türk ข้าหลวงใหญ่เพื่อสิทธิมนุษยชนแห่งสหประชาชาติ โดยได้หารือเกี่ยวกับสถานการณ์สิทธิมนุษยชนทั่วโลกและในประเทศไทย ความร่วมมือระหว่างไทยกับสำนักงานข้าหลวงใหญ่ฯ รวมทั้งได้ย้ำความมุ่งมั่นของไทยในการสนับสนุนและคุ้มครองสิทธิมนุษยชน รวมถึงสิทธิพลเมืองและสิทธิทางการเมือง และการบังคับใช้พระราชบัญญัติป้องกันและปราบปรามการทรมานฯ

Special Envoy of the Deputy Prime Minister and Minister of Foreign Affairs of Thailand reiterates Thailand’s commitment to empower and promote the role of youth and the right to development during the High-level segment of the 52nd Session of the Human Rights Council

During 27 February - 1 March 2023, Mrs. Pornpimol Kanchanalak, Advisor to the Minister of Foreign Affairs, in the capacity of Special Envoy of the Deputy Prime Minister and Minister of Foreign Affairs of Thailand, attended the high-level segment of the 52nd Session of the Human Rights Council (HRC) in Geneva, Switzerland.

On this occasion, the Advisor to the Minister of Foreign Affairs delivered interventions in two high-level meetings, namely:

1. The Annual high-level panel discussion on human rights mainstreaming in the theme “A reflection on five years of the United Nations Youth Strategy (Youth 2030): mapping a blueprint for the next steps”, which Thailand reiterated our commitment in implementing the UN Youth 2030 strategy by taking into consideration of the impact of new technology and social media to the society, as well as today’s challenges in opinions such as the lack of empathy and respect for one another, in order to make changes and build the future we want for our youth.

2. The High-level meeting commemorating the thirty-fifth anniversary of the Declaration on the Right to Development, which Thailand reiterated the interrelation between development and human rights, as well as our steadfast proponent of the United Nations Sustainable Development Goals (SDGs), which are relatable to both the Sufficiency Economy Philosophy (SEP) of His Majesty King Bhumibol Adulyadej. The Great and the Bio-Circular-Green (BCG) Economy, which Thailand advocated during its APEC chairmanship in 2022. Moreover, Thailand stressed the importance of international efforts in creating a conducive environment for peace, as development and human rights cannot be realized without peace and security.

In addition, the Advisor to the Minister of Foreign Affairs also met with Mr. Volker Türk, the UN High Commissioner for Human Rights and discussed issues on the human rights situations in the world and development in Thailand, as well as cooperation between Thailand and the Office of the High Commissioner for Human Rights (OHCHR). The Advisor of the Minister of Foreign Affairs also reaffirmed Thailand’s commitment to advance the promotion and protection of human rights, including civil and political rights and the implementation of the Act on the Prevention and Suppression of Torture and Enforced Disappearance B.E. 2565.
