รองนายกรัฐมนตรี/รัฐมนตรีว่าการกระทรวงการต่างประเทศเน้นย้ำความมุ่งมั่นของไทยในการส่งเสริมสิทธิมนุษยชนเนื่องในโอกาสปีที่ครบรอบ 75 ปีปฏิญญาสากลว่าด้วยสิทธิมนุษยชน ในระหว่างการประชุมคณะมนตรีสิทธิมนุษยชน

เมื่อวันที่ ๒๗ กุมภาพันธ์ ๒๕๖๖ นายดอน ปรมัตถ์วินัย รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศกล่าวถ้อยแถลงผ่านวิดีทัศน์ในการประชุมระดับสูง (high-level segment) ระหว่างการประชุมคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council – HRC) สมัยที่ ๕๒ ณ นครเจนีวา  ประเทศสวิตเซอร์แลนด์
ในโอกาสครบรอบ ๗๕ ปีของปฏิญญาสากลว่าด้วยสิทธิมนุษยชน และการครบรอบ ๓๐ ปีของปฏิญญาเวียนนาและแผนปฏิบัติการ (Vienna Declaration and Programme of Action : VDPA) ประเทศไทยได้ย้ำถึงความมุ่งมั่นในการส่งเสริมและคุ้มครองสิทธิมนุษยชน รวมถึงแลกเปลี่ยนแนวปฏิบัติที่ดีของไทย ไม่ว่าจะเป็นสิทธิทางสุขภาพ หลักประกันสุขภาพถ้วนหน้า โมเดลเศรษฐกิจชีวภาพ-เศรษฐกิจหมุนเวียน-เศรษฐกิจสีเขียว (BCG) ความคืบหน้าในการพัฒนาโครงสร้างพื้นฐานด้านสิทธิมนุษยชนในประเทศไทย การมีปฏิสัมพันธ์อย่างสม่ำเสมอ เปิดเผย และสร้างสรรค์กับกลไกพิเศษภายใต้ HRC OHCHR รวมถึงกลไกด้านสิทธิมนุษยชนอื่น ๆ การเข้าร่วมในกระบวนการทบทวนสถานการณ์สิทธิมนุษยชนรายประเทศ (Universal Periodic Review - UPR) รอบที่ ๓ รวมถึงความคืบหน้าในการดำเนินการตามข้อเสนอแนะที่ไทยได้ตอบรับและคำมั่นโดยสมัครใจภายใต้กระบวนการ UPR
รองนายกรัฐมนตรี/รัฐมนตรีว่าการกระทรวงการต่างประเทศได้กล่าวว่า ศัตรูหลัก ๓ ประการของสิทธิมนุษยชน ได้แก่ (๑) สงคราม (๒) ความขัดแย้งภายในทางการเมืองและเศรษฐกิจ และ (๓) วิกฤติหลักสามประการที่โลกกำลังเผชิญ (สภาพภูมิอากาศเปลี่ยนแปลง มลพิษ การสูญเสียความหลากหลายทางชีวภาพ) ซึ่งประชาคมระหว่างประเทศต้องมีแนวคิดที่ก้าวหน้าและสร้างสรรค์ในการแก้ปัญหาดังกล่าว
นอกจากนี้ รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศได้ประกาศการลงสมัครสมาชิก HRC วาระปี ค.ศ. ๒๐๒๕ – ๒๐๒๗ ของประเทศไทย ซึ่งปัจจุบัน ไทยได้รับการรับรองจากประเทศอาเซียนให้เป็นผู้สมัครของอาเซียนด้วยแล้ว โดยการสมัครสมาชิก HRC ของไทยเป็นการเน้นย้ำความมุ่งมั่นที่ไทยจะร่วมส่งเสริมสิทธิมนุษยชนในประเทศ ในภูมิภาค และทั่วโลก ตลอดจนปรับปรุงระบบการทำงานของ HRC ให้มีประสิทธิภาพและความโปร่งใสมากยิ่งขึ้น
Human Rights Council จัดตั้งขึ้นเมื่อปี ๒๕๔๙ โดยข้อมติสมัชชาสหประชาชาติ โดยทำหน้าที่เป็นกลไกหลักของสหประชาชาติในด้านสิทธิมนุษยชน ตั้งอยู่ที่นครเจนีวา สวิตเซอร์แลนด์ มีสมาชิก ๔๗ ประเทศ จาก ๕ กลุ่มภูมิภาค ทั้งนี้ ไทยเคยเป็นสมาชิก HRC ๑ สมัย ระหว่างปี ๒๕๕๓ – ๒๕๕๖ การประชุมช่วง High-level segment ของ HRC สมัยที่ ๕๒ มีผู้แทนระดับสูงทั้งในระดับผู้นำประเทศและรัฐมนตรีเข้าร่วมกว่า ๑๕๐ ประเทศ




Deputy Prime Minister/Minister of Foreign Affairs reiterated Thailand’s commitment to advance the promotion and protection of human rights 
on the occasion of 75th anniversary of Universal Declaration of Human Rights 
during the High-level segment of the Human Rights Council Meeting


 On 27 February 2023 H.E. Mr. Don Pramudwinai, Deputy Prime Minister and Minister of Foreign Affairs, delivered Statement through video message at the high-level segment of the 52nd Session of the Human Rights Council (HRC). 

On the occation of the 75th anniversary of the Universal Declaration of Human Rights (UDHR) and the 30th anniversary of the Vienna Declaration and Programme of Action, Deputy Prime Minister and Foreign Minister reiterated Thailand’s commitment in the promotion and protection of human rights. He also shared some of Thailand’s good practices, including the promotion of the right to health, Universal Health Coverage (UHC), Bio-Circular-Green Economy (BCG), the strengthening of national human rights infrastructure, open and constructive dialogues and engagement with Special Procedures of the HRC, OHCHR and other human right related mechanism and the participation of Thailand in the 3rd Cycle of the Universal Periodic Review (UPR) and progress in its implementation of the accepted recommendations and voluntary pledges. 

Deputy Prime Minister and Minister of Foreign Affairs highlighted the 3 foes to human rights, namely wars, internal political and economic strife and the triple planetary crisis (Climate change, pollution, biodiversity loss), which require the international community to think more progressively and innovatively how to address the challenges. 

In addition, Deputy Prime Minister and Minister of Foreign Affairs also announced the candidature of Thailand to the HRC for the term 2025-2027, which has been endorsed as the candidate of ASEAN. Such candidature reflects Thailand’s unwavering commitment to advance the promotion and protection of human rights nationally, regionally and globally and to improve the effectiveness and transparency of the Council. 

 HRC is an inter-governmental body within the UN system responsible for strengthening the promotion and protection of human rights. Established in 2006 by UNGA resolution, HRC is made up of 47 UN Member States from 5 regional groups. Thailand previously served in the HRC for the term 2010-2013.  Leaders and ministers from more than 150 countries participated in this year’s high-level segment of the HRC.
