อธิบดีกรมองค์การฯ กล่าวเปิดสัมมนาระดับภูมิภาค 'Asia and the Pacific Regional Seminar on the Contribution of Development to the Enjoyment of all Human Rights'

เมื่อวันที่ 13 กุมภาพันธ์ 2566 นางเอกสิริ ปิณฑะรุจิ อธิบดีกรมองค์การระหว่างประเทศ กล่าวเปิดการสัมมนาระดับภูมิภาคเอเชียและแปซิฟิก เรื่อง “Contribution of Development to the Enjoyment of all Human Rights” ร่วมกับนาง Nada Al-Nashif รองข้าหลวงใหญ่สิทธิมนุษยชนแห่งสหประชาชาติ (เดินทางเยือนประเทศไทยเพื่อเข้าร่วมด้วยตนเอง) รวมถึงนาย Václav Bálek ประธานคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติและเอกอัครราชทูตผู้แทนถาวรเช็กประจำสำนักงานสหประชาชาติ ณ นครเจนีวา และนาย Li Junhua รองเลขาธิการสหประชาชาติ แผนกเศรษฐกิจและสังคม (เข้าร่วมผ่านข้อความวิดิทัศน์) โดยอธิบดีกรมองค์การฯ ได้เน้นย้ำถึงความเชื่อมโยงและการส่งเสริมซึ่งกันและกันระหว่างสิทธิมนุษยชนและการพัฒนาที่ยั่งยืน ซึ่งปรากฏอย่างเด่นชัดในสาระของวาระการพัฒนาที่ยั่งยืน ค.ศ. 2030 โดยการดำเนินนโยบายและโครงการต่าง ๆ ของไทยสะท้อนถึงการเล็งเห็นความสำคัญของการส่งเสริมทั้งสองประเด็นไปพร้อม ๆ กันโดยไม่ทิ้งใครไว้ข้างหลัง ผ่านการขับเคลื่อนโมเดลเศรษฐกิจชีวภาพ เศรษฐกิจหมุนเวียน และเศรษฐกิจสีเขียว (BCG) ความร่วมมือทางวิชาการด้านสิทธิมนุษยชนและการพัฒนา และการส่งเสริมธุรกิจกับสิทธิมนุษยชน

การสัมมนาดังกล่าวเป็นไปตามข้อมติคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council – HRC) ที่ 47/11 โดยเป็นส่วนหนึ่งของชุดการจัดสัมมนาใน 5 ภูมิภาคเพื่อนำผลไปรายงานต่อที่ประชุม HRC โดยเป็นการเปิดโอกาสให้รัฐสมาชิก หน่วยงาน/กองทุน/โครงการ ต่าง ๆ ภายใต้ UN องค์การระหว่างประเทศ องค์การระดับภูมิภาค ภาคประชาสังคม และผู้มีส่วนได้ส่วนเสียอื่น ๆ ได้ร่วมหารือเกี่ยวกับความท้าทาย แนวปฏิบัติที่ดี และประสบการณ์เกี่ยวกับบทบาทของการพัฒนาในการส่งเสริมสิทธิมนุษยชน

นอกจากนี้ ภายหลังจากพิธีเปิดการสัมมนาฯ อธิบดีกรมองค์การฯ ยังได้ใช้โอกาสพบหารือกับรองข้าหลวงใหญ่ฯ เกี่ยวกับพัฒนาการด้านสิทธิมนุษยชนในประเทศไทย ความร่วมมือระหว่างไทยกับสำนักงานข้าหลวงใหญ่ฯ รวมถึงกระบวนการทบทวน HRC และกลไกสนธิสัญญาด้านสิทธิมนุษยชนด้วย

Director-General of the Department of International Organizations delivered opening remarks at the Asia and the Pacific Regional Seminar on the Contribution of Development to the Enjoyment of all Human Rights

On 13 February 2023 Ms. Eksiri Pintaruchi, Director-General, Department of International Organizations, Ministry of Foreign Affairs, Thailand, delivered  opening remarks at the Asia and the Pacific Regional Seminar on the Contribution of Development to the Enjoyment of all Human Rights, together with Ms. Nada Al-Nashif, United Nations Deputy High Commissioner for Human Rights (participating in person) as well as H.E. Ambassador Václav Bálek, President of the Human Rights Council and Permanent Representative of the Czech Republic to the United Nations Office at Geneva, and Mr. Li Junhua, Under-Secretary-General, UN Department of Economic and Social Affairs (participating via video messages).

In her remarks, DG Pintaruchi emphasized the inextricable link between human rights and sustainable development, as highlighted by the 2030 Agenda for Sustainable Development. She also underlined Thailand’s policies and projects that promote both human rights and development, without leaving anyone behind, as well as the Bio-Circular-Green Economy Model (BCG Model), technical cooperation on human rights and development, and Thailand’s experiences and good practices relating to business and human rights.

This seminar was conducted in accordance with Human Rights Council (HRC) Resolution 47/11, which is part of a series of regional seminars on the topic to allow Member States, relevant UN agencies, funds and programmes, international and regional organizations, national human rights institutions, civil society organizations and other stakeholders to identify challenges and gaps and share good practices and experiences. The summary of the seminar will be reported to the Human Rights Council at its 54th session.

After the event, DG Pintaruchi also met with the Deputy High Commissioner for Human Rights to discuss and exchange views on human rights in Thailand, cooperation between Royal Thai Government and the Office of the High Commissioner for Human Rights (OHCHR) and the review process of the HRC as well as the treaty bodies.
