อธิบดีกรมองค์การระหว่างประเทศและผู้แทนฝ่ายไทย หารือคณะทำงานสหประชาชาติว่าด้วยการหายสาบสูญโดยถูกบังคับหรือไม่สมัครใจ

เมื่อวันที่ ๑๓ กันยายน ๒๕๖๕ นางเอกสิริ ปิณฑะรุจิ อธิบดีกรมองค์การระหว่างประเทศ เป็นประธานร่วม (ฝ่ายไทย) กับอธิบดีกรมสอบสวนคดีพิเศษ และอธิบดีกรมคุ้มครองสิทธิและเสรีภาพ ในการประชุมทางไกล (Virtual Meeting) ระหว่างหน่วยงานที่เกี่ยวข้องของไทยกับคณะทำงานสหประชาชาติว่าด้วยการหายสาบสูญโดยถูกบังคับหรือไม่สมัครใจ (Working Group on Enforced or Involuntary Disappearances: WGEID) โดยไทยได้ให้ข้อมูลเกี่ยวกับพัฒนาที่สำคัญต่าง ๆ อาทิ พัฒนาการเกี่ยวกับร่าง พ.ร.บ. ป้องกันและปราบปรามการทรมานและการกระทำให้บุคคลสูญหาย พ.ศ. .... ซึ่งได้รับความเห็นชอบจากสภาผู้แทนราษฎร เมื่อวันที่ ๒๔ สิงหาคม ๒๕๖๕ โดยหลังจากนี้จะส่งไปยังนายกรัฐมนตรีเพื่อนำทูลเกล้าฯ และประกาศใช้ในราชกิจจานุเบกษาต่อไป

ทั้งนี้ ทั้งสองฝ่ายได้หารือแลกเปลี่ยนความคิดเห็นและประสบการณ์อย่างกว้างขวางและสร้างสรรค์ ซึ่งเป็นการย้ำถึงความมุ่งมั่นของไทยที่จะส่งเสริมสิทธิมนุษยชน และร่วมมือกับองค์การระหว่างประเทศ รวมถึงกลไกพิเศษภายใต้คณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council – HRC) อย่างสร้างสรรค์ เพื่อคุ้มครองและส่งเสริมสิทธิมนุษยชนทั้งในประเทศไทยและระหว่างประเทศต่อไป


             On 13 September 2022, Director-General of the Department of International Organizations, together with Director-General of DSI and Director-General of Rights and Liberties Protection, co-chaired virtual meeting between relevant Thai agencies and UN Working Group on Enforced and Involuntary Disappearances (WGEID).

          The Thai side shared with the Working Group updates on the draft Prevention of and Suppression of Torture and Enforced Disappearance Act B.E. …. which was passed by the House of Representatives on 24 August 2022 and will be further proceeded and will come into effect 120 days after its announcement in the Royal Gazette.

          Both sides widely and constructively shared views and experiences which reflected Thailand’s continued commitment and determination to constructively engage with international organizations and mechanisms, including special procedures under the HRC, with a view to further promote and protect human rights both domestically and internationally.
