งานเสวนา "Children's rights: Reflections from COVID-19 and what more can we do?"

เมื่อวันที่ 2 กันยายน 2565 กรมองค์การระหว่างประเทศได้จัดการเสวนาแลกเปลี่ยนความคิดเห็นและมุมมองเกี่ยวกับสิทธิเด็กและเยาวชน ในหัวข้อ "Children’s rights : Reflections from COVID-19 and what more can we do?" ณ บ้านปาร์คนายเลิศ โดยได้เรียนเชิญศาสตราจารย์กิตติคุณวิทิต มันตาภรณ์ อดีตผู้รายงานพิเศษแห่งองค์การสหประชาชาติว่าด้วยการค้าเด็ก การค้าประเวณีเด็ก และสื่อลามกเด็ก และอดีตประธานคณะอนุกรรมการว่าด้วยสิทธิเด็ก กระทรวงพัฒนาสังคมและความมั่นคงของมนุษย์ผู้แทนเยาวชนจาก UNICEF’s Young People Advisory Board (นางสาวโอ๋ และนางสาวมนปริยา ลบหนองบัว) และนาย Miika Tomi อุปทูตฟินแลนด์ประจำประเทศไทยเป็นวิทยากรในการเสวนา

นางเอกสิริ ปิณฑะรุจิ อธิบดีกรมองค์การระหว่างประเทศ กล่าวเปิดงานโดยย้ำถึงผลกระทบของ COVID-19 ต่อเด็ก ซึ่งถือเป็นกลุ่มเสี่ยงที่จะเป็นกลุ่มที่ได้รับผลกระทบมากที่สุดและยาวนานที่สุด ไม่ว่าจะเป็นผลกระทบด้านความยากจน การศึกษา การไม่สามารถเข้าถึงบริการด้านสาธารณสุข รวมถึงการเป็นเหยื่อความรุนแรง จึงจำเป็นต้องได้รับความคุ้มครองทางสังคม ซึ่งรัฐและภาคส่วนต่าง ๆ ต้องร่วมมือกันอย่างใกล้ชิด

นางสาว Kyunsun Kim ผู้อำนวยการ UNICEF ประเทศไทย กล่าวถึงเป้าหมายของ UNICEF ในการคุ้มครองและส่งเสริมสิทธิเด็ก และการทำงานร่วมกับรัฐบาลและภาคส่วนต่าง ๆ ของไทยในช่วงที่ผ่านมา โดยได้เน้นถึงบทบาทและการมีส่วนร่วมของเด็กในการตัดสินใจและดำเนินนโยบายต่าง ๆ นอกจากนี้ ยังได้มีข้อเสนอแนะเกี่ยวกับการดำเนินงานต่อไปของไทยในเรื่องสิทธิเด็กในยุคหลัง COVID-19 อาทิ ประเด็นเรื่องสิทธิในการศึกษาการดำเนินการร่วมกันระหว่างภาครัฐและภาคส่วนต่าง ๆ ให้เด็กสามารถเข้าถึงอินเทอร์เน็ต และการเสริมสร้างสุขภาพจิตและความเป็นอยู่ที่ดีของเด็กผู้เข้าร่วมการเสวนาฯ ซึ่งประกอบด้วยนักวิชาการผู้เชี่ยวชาญด้านสิทธิเด็ก ผู้แทนคณะทูต ผู้แทนองค์การระหว่างประเทศ ผู้แทนส่วนราชการที่เกี่ยวข้อง และผู้แทนเยาวชนจากหลากหลายสาขา ได้ร่วมหารือและสะท้อนมุมมองและข้อคิดเห็นอย่างสร้างสรรค์เกี่ยวกับผลกระทบของ COVID-19 ต่อเด็กและเยาวชน อาทิ พัฒนาการในเด็กเล็ก สิทธิในการศึกษา สิทธิและการเข้าถึงการบริการด้านสาธารณสุข รวมถึงวัคซีนและการรักษา COVID-19 อุปสรรคในการเข้าถึงสวัสดิการต่าง ๆ ในช่วงวิกฤตการระบาด โดยเฉพาะกลุ่มผู้โยกย้ายถิ่นฐาน โดยได้มีการถ่ายทอดเรื่องราวของเยาวชนจิตอาสาที่ทำงานสนับสนุนการบรรเทาผลกระทบดังกล่าว เช่น การช่วยปฏิบัติหน้าที่เป็นล่าม การช่วยประชาสัมพันธ์ให้ความรู้กับครอบครัว เป็นต้น

นอกจากนี้ ยังมีการแลกเปลี่ยนแนวปฏิบัติในประเทศอื่น ๆ ในการส่งเสริมสิทธิเด็กและการมีส่วนร่วมของเด็กและเยาวชนในการประชุมสหประชาชาติที่เกี่ยวข้อง โดยกิจกรรมดังกล่าวยังเป็นโอกาสในการสร้างเครือข่ายระหว่างเยาวชนที่เข้าร่วมงานอีกด้วย

นอกจากนั้น ศาสตราจารย์กิตติคุณ วิทิต มันตาภรณ์ ยังให้ข้อเสนอแนะในการดำเนินการเพื่อส่งเสริมสิทธิเด็กและเยาวชนหลังจากสถานการณ์ COVID-19 ในประเด็นการกลับมาเข้าสังคมและมีปฏิสัมพันธ์ (Resocialization) การรับมือกับยุคดิจิตัล (Digitalization) การปกป้องเด็กและเยาวชนรูปแบบใหม่ (Neo-Protection) เพื่อรับมือกับผลกระทบหลัง COVID-19 รวมถึงความท้าทายรูปแบบใหม่ที่เกิดขึ้นอย่างรวดเร็วในรูปแบบออนไลน์ ทั้งนี้ โดยให้ความสำคัญของการมีส่วนร่วมจากทุกภาคส่วน

การเสวนาครั้งนี้ มีส่วนช่วยสร้างความตระหนักรู้เกี่ยวกับสิทธิเด็กและบทบาทของเยาวชนผ่านมุมมองต่าง ๆ ที่หลากหลาย และส่งเสริมการสร้างเครือข่ายระหว่างเยาวชนที่มีความสนใจร่วมกันในประเด็นสังคมและความท้าทายของโลก อันจะนำไปสู่การส่งเสริมสิทธิเด็กในภาพรวม โดยเรียนรู้จากบทเรียนภายหลังจากสถานการณ์ COVID-19 ซึ่งกิจกรรมดังกล่าวจะมีส่วนช่วยในการกำหนดทิศทางของท่าทีและการดำเนินการของไทยทั้งในประเทศและในกรอบของเวทีระหว่างประเทศที่เกี่ยวข้องต่อไป

          On 2 September 2022 Department of International Organizations, Ministry of Foreign Affairs organized an Afternoon Talk on “Children’s rights: Reflections from COVID-19 and what more can we do?” at Nai Lert Park Heritage Home. Panelists include Professor Emeritus Vitit Muntarbhorn, former UN Special Rapporteur on the Sale of Children, and former Chair of the Sub-committee on the Rights of the Child, Ministry of Social Development and Human Security, member and mentor of the UNICEF’s Young People Advisory Board (YPAB) (Miss Oo and Miss Monprariya Lobnongbua) and Mr. Miika Tomi, Charge d’ Affaires of the Embassy of Finland in Bangkok.

          Mrs. Eksiri Pintaruchi, Director-General of the Department of International Organizations gave opening remarks, stressing that children risked being among the biggest group of victims of COVID-19 and that the impact on them risked being amongst the most lasting consequences, requiring adequate social protection and effective targeted social and economic measures to help mitigate the problems, including through cooperation among governments and various partners and stakeholders. Miss Kim Kyunsun, Representative of UNICEF Thailand, also offered remarks stressing the changing expectation and evolving role of children who can act as agents for change and participants in creating solution. She also recommended actions to be taken for the full realization of children’s rights during the Post-pandemic period in Thailand, including mobilizing appropriate resources to social protection and assistance, ensuring quality of education, collaboration of various partners and actors to connect every child and young persons to the internet by 2030, and protecting mental health and well-being of children.

   Participants, including experts on child’s rights, members of diplomatic corps, representatives from UNICEF and UNHCR, representatives from relevant agencies and youth participants constructively engaged and exchanged views and experiences on the impact of COVID-19 on children and youth, including on early childhood development, right to education, access to healthcare, access to social protection and welfare especially of migrant children. Youth participants also shared their experiences working as volunteers during COVID-19 pandemic – being translators and helping raise awareness, among other things. In addition, participants shared their views, experiences, lessons learnt and good practices in other countries, as well as measures and actions taken to promote the rights of children and participations of youth at the UN.

      Professor Emeritus Vitit Muntarbhorn shared his views on the way forward in resocialization, how to deal with digitalization and neo-protection of the rights of children and youth in light of the impacts of COVID-19 as well as new forms of challenges while reiterating the importance of multi-participation of all stakeholders.

    This dialogue helped build awareness about the rights of children and the role of youth, through different perspectives and helped expand networks of youth who have shared their interests in social and global issues which will lead to the promotion of the rights of children, drawing lessons from COVID-19. The activity has also provided useful inputs that contribute to Thailand’s formulation of relevant position and policy both domestically and in relevant international forums.
